There is because, while on a molecule into the liquid the forces exerted by the other molecules are symmetric in all the directions, on that on the surface there are only lateral forces and toward liquid's interior. For this, on the molecules which are on the surface there is a resultant force not null directed toward the land, that is the surface tension, which change the liquid's surface, in a limitated measure, in an elastic membrane.
There is drops'and bubbles' formation for surface tensione. Surface tension prepare to make at least the drop's surface and for this bubbles are spheric (in fact, under the same volume, the sphere is the solid with the least surface): Bubbles can form in water too, but, as the water pure has a tension much higher than that of soapy water, bubbles would have so tiny size anyone can't see.
Surface tension reduces temperature increase.
